What does Hook-Up and Commissioning do?

The Hook-Up and Commissioning (HUC) will be taken place between construction and start-up, kind of work could be classified to be hook-up and commissioning. The hook-up is the structural, piping, mechanical, electrical and I&C installation. They are tie-in to existing facilities.
The commissioning including pre-commissioning are mostly functional test of piping system, mechanical, electrical and I&C.

The hook-up and commissioning would be applied to green field and brown field projects.

There are 4 area of concerns to consideration when handle to HUC.

1. Technical issued
2. Tools and Equipments issued
3. Manpower issued
4. Cost bidding and execution issued

The technical issued usually considered in first priority otherwise we could not determine man-hour so clearly scope and sequence of work and identified the major and minor tasks must be done and established the method statements of individual work, using the jobcard technique to determine trade (kind of man) and man-hour.

Those data will be generated project schedule base on project timing then the manpower histogram and the tools & equipments.

Those of them would be reviewed and revise by field experience and finalize the manpower plan (direct and indirect) and tools, equipments & consumable plan.

Eventually they would used to produce daily progress report, weekly report, monthly report and billing.

The HUC bidding would be estimated on preliminary above activities and detail as below.

1. Onshore Administrator by referring to organization chart.
2. Site survey generally sets up minimum 2 times for before and after preparation.
3. Offshore personal would be estimated from manpower plan complied with crew changed schedule.
4. Offshore tools, equipments and consumable would be estimated from tools, equipments & consumable plan.
5. Offshore vendor services are special requirement.
6. Offshore mobilization / demobilization personal is hard to estimation, depend on factors of offshore working regulation, kind of transportation, immigration, duration of project.   
7. Offshore mobilization / demobilization tools, equipments, consumable and ship loose are the one of completed work. We have to clearly understand the logistic route from yard to offshore, kind of transportation, estimation of baskets and racks, certificates (e.g. lifting, cylinder pressure vessel, welding rods, electrical hazardous, …), boat schedule along project and local regulation.    
8. Marine service usually is option that depends on client availability accommodation barge, crew boat, tug boat and supply boat.

They would be reviewed after project awarded and going to execution.

The HSE execution plan, HUC execution plan, HUC workpacks and Pre-com &Commissioning procedures would be issued.
